The Official IMM Revision, “Electronic Transmission of Custom Data” Update

Below is an updated postal notification regarding the Electronic Transmission of Custom Data requirements that will take into effect in 2013

The United States Postal Service (USPS) published a final rule in the Federal Register on August 23, 2012, stating that, effective November 5, 2012, the International Mail Manual (IMM) is being revised to require that customs data be electronically transmitted to the USPS for international letter-post mailpieces bearing a customs declaration form when the items are paid with a permit imprint. The official IMM Revision, "Electronic Transmission of Customs Data — Outbound International Letter-Post Items," appeared in the Postal Bulletin on October 4, 2012. While mailers are responsible for pre-screening mailpieces, electronic transmission of customs data enables the USPS and other federal agencies to ensure mailers’ compliance with federal export requirements.

The revised standards cover First-Class Mail International (FCMI), Airmail M-Bags, International Priority Airmail (IPA), and International Surface Air Lift ((ISAL) services. In addition to requiring electronic transmission of customs data, the new standards contain certain changes to IPA and ISAL mail preparation requirements. These include the following:

  • A 24 character barcode is required to be affixed to the receptacle tags on Direct Country sacks which include the permit number and other information.
  • Items bearing customs forms and items not bearing customs forms are required to be presented in separate sacks.
  • The minimum weight for IPA and ISAL Direct Country Sacks is being reduced from 5 pounds to 3 pounds.

Global Business has worked closely with the mailing industry over the past several months to help prepare for the new standards. Based on feedback received, it has become clear that many customers will not be able to complete all of the operational changes needed to comply. In view of this, the effective date for the requirement to electronically transmit the customs data to the USPS is being delayed until January 27, 2013. However all other IPA and ISAL mail preparation requirements referenced above will still become effective on November 5, 2012.

The change in the effective date for electronic transmission of customs data allows customers to finalize operational changes until after the busy holiday mailing period. However, customers capable of transmitting data in advance of that date are strongly encouraged to do so as quickly as possible, since the USPS is prepared to receive the data. This will allow time for customers and the USPS to work together to resolve any technical or data-related issues that may arise. On a related subject, the USPS is also revising the eligibility standards for items that can be mailed under the “known mailer” standards, effective November 15, 2012. The new standards allow eligible mailers to enter an expanded range of items without a customs form (PS Form 2976). Following are the specific revisions:

Eligible items may now be package-size under IMM 241.2, subject to certain conditions as to content and preparation. Previously, only letter-size and flat-size items were authorized.

Tropical Storm Isaac: The U.S. Postal Service continues monitoring the progress of Tropical Storm Isaac. USPS has implemented emergency plans in areas from the Florida panhandle to southern Louisiana. But conditions change quickly, and customers should check for updates as the storm moves northward.

Alabama: Dauphin Island (36528)

Alabama: Orange Beach Post Office (36561) closed Aug. 28 for the day. It is scheduled to open for normal business hours Aug. 29, weather and conditions permitting.

Louisiana: Effective Aug. 30, 2012 at 12 p.m., all plants in Louisiana (Baton Rouge, Lafayette and New Orleans) will be open.

Mississippi: As of Aug. 30, 2012 at 9 a.m., the Gulfport Processing & Distribution Center has resumed service.

Mississippi: The Mississippi District has suspended delivery and retail operations in Gulfport (Post Offices with ZIP Codes beginning with 395) due to the hurricane. Delivery and retail services. Delivery, retail and mail processing services will resume when conditions permit

New Orleans, LA: The U.S. Postal Service has suspended delivery and retail operations due to Hurricane Isaac. Mandatory evacuations have been ordered at several locations. Post Offices with ZIP Codes beginning with 700, 701, 703, 704, 707 and 708 closed Wednesday Aug. 29. Mail processing plants in New Orleans and Baton Rouge also are closed. Operations are scheduled to resume Thursday, Aug. 30.

Postal employees in the affected areas should call the National Employee Emergency Hotline at 888-363-7462 for updated information. Employees also should call 866-666-5349, ONLY in case of a natural disaster which requires them to leave their home, city, or state to report their locations, physical conditions and contact information.

Hurricane Isaac: The U.S. Postal Service continues monitoring the progress of Hurricane Isaac. The storm has made landfall and currently is affecting operations in area of Louisiana, Alabama, Mississippi and Florida. USPS is in the process of making plans for the storm's landfall in postal facilities from the Florida panhandle to southern Louisiana. USPS to prohibit international mailing to Uruguay

Effective today (July 31, 2012), the Postal Service is suspending dispatches of International Priority Airmail (IPA), International Surface Air Llft (ISAL), Priority Mail International (PMI), Express Mail International (EMI) and First-Class Mail International (FCMI) to Uruguay. It is recommended that customers refrain from tendering items for Uruguay until further notice. Items already in the system are being held.

6/13/2012 | USPS Moves Ahead With the Rationalization of Its Network

The Postal Service is moving ahead with the rationalization of its network. The implementation will be executed by modifying service standards in two phases. The first phase will begin July 1, 2012, and the second phase will start on February 1, 2014. Should changes in circumstances warrant, this phased approach will allow the Postal Service to reconsider implementation of the second phase.

The plan is to retain all current business mail entry units (BMEUs) for the time being. Should the Postal Service decide to relocate or consolidate any BMEU operations, mailers will be given 120 days advance notice and BMEUs will be relocated or consolidated to nearby locations to minimize the impact on mailers. The Postal Service is committed to simply and clearly communicating all changes throughout the implementation process.

The United States Postal Service is moving ahead with the consolidation of its network. The implementation of network rationalization will be executed by modifying service standards in two phases. The first phase will begin July 1, 2012, and the second phase will start February 1, 2014.

  • USPS plans to reduce the number of Processing Facilities from current 487 sites to 235.
  • The smaller number of surviving mail processing plants will be supported by hundreds of smaller area “Hub” facilities for more localized distribution of processed volume.
  • To accommodate the increased volume on the processing facilities the USPS is proposing eliminating overnight delivery standards for First-Class Mail or at least greatly reducing the area qualifying for “Overnight Delivery”..
  • Reduce the USPS headquarters staff by at least 20% .

5/21/2012 | New International Mail Acceptance Policy

Effective May 21, 2012, the Postal Service will not be able to accept outbound international mail pieces bearing handwritten or typewritten customs declarations except at retail service counters at a Post Office. This restriction also applies to mail destined to APO, FPO and DPO locations. International mail pieces bearing customs declarations that were completed and submitted online (e.g., using Click-N-Ship, Click-N-Ship for Business, Global Shipping Solutions, an authorized PC Postage vendor, or the USPS Web Tools system) may be deposited in a mailbox or collection box, picked up by a carrier, or taken to a Postal Service retail counter, Contract Postal Unit (CPU), Approved Shipper, or any other business that accepts outbound international mail on behalf of the USPS.

USPS to prohibit international mailing

Effective May 16 2012 until January 2013, the Postal Service will not be able to accept packages containing lithium batteries and electronic devices containing lithium batteries addressed to international destinations. This includes mail destined to, or from, APO (Army Post Office), FPO (Fleet Post Office)and DPO (Diplomatic Post Office) locations.

This change is required by the standards of the International Civil Aviation Organization (ICAO) and the Universal Postal Union (UPU), both of which currently prohibit lithium batteries in mail shipments that are carried on international commercial air transportation.

This change will not apply to packages containing lithium batteries and electronic devices containing lithium batteries when mailed within the United States on domestic commercial air or ground transportation.

International organizations apply different rules to the carriage of lithium batteries in mail shipments carried on commercial aircraft as compared to domestic requirements.

We anticipate that by January 2013, international aviation rules will be changed to allow mailing of lithium batteries when installed in the personal electronic devices they are intended to operate.

USPS is working with expert organizations to determine if any new exceptions can be developed prior to January 2013. Further announcements will be made should USPS be able to accept lithium batteries in certain types of mail shipments as soon as any new options become available.
